Layout

The approved General Option of layout of the Segments 3 and 4 of the Riga Northern Transport Corridor starts at Daugavgriva street and ends in the designed road junction at Priedaine where connection of motor road Riga – Ventspils and the Northern Corridor is planned. Route of the Segment 3 of the Northern Corridor goes along the administrative territory of the Riga city while the Segment 4 crosses administrative territories of Babite and Jurmala.

Detailed description of the layout

The western part of the route of the chosen General Option of the Segments 3 and 4 of the Northern Corridor goes along the existing motor road A10 (highway Riga – Jurmala) until road junction with motor road A5 (Salaspils – Babite, Riga bypass). The chosen General Option does not plan reconstruction of the highway Riga – Jurmala until road junction of motor roads A5 and A10; meanwhile, rebuilding of road junction of existing motor roads A5 and A10 is included in the project.
In the road junction of motor roads A5/A10, the route turns towards Babite, crosses railway Riga – Tukums, and moves on along the existing motor road A5 up to its turn to Babite. Here is planned a road junction of the new route and the motor road A5. This span of the motor road A5 is going to be slightly expanded.
Then the route of the Northern Corridor continues in the territory of Babite region through a new-built route towards Saulisciems parish. Here the route is placed between sludge fields of the water treatment plant “Daugavgriva” and Hapaka trench. Further in east the route moves through natural territories of the Jurmala city (mainly forests) in order to recess it as far as possible away from existing and perspective buildings.
In the territory of the Riga city, the route is located in limits of red lines granted to it: it crosses Spilve polder meadows north of Kleisti. Northern Corridor shall be connected with Kleistu street by a multilevel crossing. Further in east, the route will have a two-level crossing over railway Zasulauks – Bolderaja located about 500 m east, in territory of Ratsupe allotments where the Segment 3 ends and the Segment 2 of the Northern Corridor starts.

Impact on traffic flow and safety in the Riga city and its neighbourhood

It will considerably improve the traffic flow and reduce amount of RTAs in the existing network of roads and streets.

Opinion of society

In the period from May 7 to June 7, 2010, working report on the EIA developed by „Eiroprojekts” SIA was delivered for public discussion; the working report was based on decision taken by the Environment State Bureau on July 4, 2007.

During public discussion, three meetings in Riga, Jurmala, and the Babite region were organized; in addition, inhabitants had possibility to fill-in and to submit written reference questionnaires.

Process of social discussion presented a very active participation of society:

  • 3 meetings of public discussion were attended by 117 participants;
  • 12 letters, several informative phone calls and e-mails were received;
  • 406 reference questionnaires were received.

Written proposals included sound support to the offered 2nd Option (88.7% of respondents).

Substantiation for choice of the General Option

In order to take a substantiated decision on the General Option of the Segments 3 and 4 of the Northern Corridor, three alternative options of layout were offered to society and authorities for evaluation that are available here.

On June 25, 2007, the City Development Department of the Riga City Council submitted to the Environment State Bureau an application on designing of the Segments 3 and 4 of the Northern Corridor.
On July 4, 2007, decision on application of environment impact assessment (further in the text referred as the EIA) for the planned construction of highway in span from crossing of motor roads A5 and A10 until Daugavgrivas street was taken.

In the period from July 16 to August 20, 2007, initial public discussion on the EIA along with public discussion of the construction initiative carried on.

On October 29, 2007, the Environment State Bureau issued an EIA program.

In the period from May 7 to June 7, 2010, public discussion on the working report of the EIA on the Segments 3 and 4 of the Northern Corridor went on. In scope of public discussion, three meetings in Riga (in the council of the Riga city), Jurmala (in the council of the Jurmala city), and the Babite region (in hall of the Babite high school) were organized. 3 technical solutions of the route were offered for public discussion; in the territory of the Riga city, subversion of the 2nd Option was offered as well.

On January 17, 2011, the Environment State Bureau issued statement on options of route layout included in the final EIA report on the Segments 3 and 4 of the Northern Corridor. In accordance with the statement, excluding aspects in respect of environment were not found in any of offered options.

The designer of the route of the Segments 3 and 4 of the Northern Corridor „Ceļuprojekts” AS recommended developing of the 2nd Option of the route layout as the General Option. As main advantage of this option of the layout its comparatively small impact on inhabitants and buildings of neighbourhood of the Segments 3 and 4 of the Northern Corridor was mentioned.

Decision of the Technical Committee of the Latvian State Roads coincided with recommendations of the route designer „Ceļuprojekts” AS, namely, to accept the offered 2nd Option of the route.

In addition, inhabitants supported the 2nd Option of the route layout (88.7% of 406 reference questionnaires).

On January 26, 2011, the municipality council of the Babite region and on January 27, 2011 the council of the Jurmala city decided to support further development of construction project of the 2nd Option. The Riga City Council took an equivalent decision on March 1, 2011; and it forecasted further development of the same construction project of the 2nd Option. It means that all 3 local municipalities involved in the project have a unified vision of the optimal layout of the planned route and development of the project may continue in amount of complete sketch design.
