Within the framework of preparation of the Riga Northern Transport Corridor (hereinafter referred to as – the Northern Corridor), different public involvement events are organized regularly: surveys of inhabitants and specialists, meetings, consultations, exhibitions.
Starting from year 2006 until now, 7 public hearings have taken place, each of them lasting in average 30 days. In total 455 public representatives have participated in these discussions and 1151 written suggestions and opinions have been received, where inhabitants have expressed their opinion on the project.
For example, there was an opinion expressed on the sketch design for the Segment 2 that „the quiet part of the historical centre is not interrupted, the Option 3 of the draft design fits better in the existing environment and does not obstruct it, it fits better ecologically in the environment, does not have an inhibiting effect on the life quality of inhabitants and architecture.”, „To think over the project and take into consideration the interests of the local inhabitants.”
On Segments 3 and 4, „I support the Option 2, because it is more distant from populated areas and will create the least damage to the environment as it is located on unused land plots and no logging is needed.”, „It is moved away from populated areas, noise and dust. Air, soil and water pollution created by exhausted gases will affect inhabitants less. It mostly moves along the used agriculture land plots and thus the logging can be eliminated to a minimum. It will not split the historical populated areas, separating Kleisti from Mežāres. It will save lifes of local inhabitants in cases of unavoidable truck accidents. I have the right to live in a benevolent environment and it is guaranteed by Section 115 of the Constitution of the Republic of Latvia”.

Results of the social and public discussions
Segment 1
On January 31st, 2006, City Development Department of Riga City Council submitted an application to the Environment State Bureau on the intended actions (i.e. design of the Segment 1 of the Northern Corridor), and on February 8th, 2006, a decision was taken on the need of the EIA for the construction of the Segment 1 –of the Northern Corridor starting from the state motor road A2 in the Riga city and running on Gustava Zemgala avenue (the former Vairogu iela) (the so called „Brivibas Dublieris” or “the alternate of Brivibas street”).
In the period from
20.02.2006 till 20.03.2006 a public discussion on construction intention of the Segment 1 of the Northern Corridor – motor highway from Vidzeme motorway up to the Gustava Zemgala avenue (the so called „Brivibas Dublieris”) and an initial social discussion of the EIA for the intended construction was organised.

On June 17th, 2008, the final report of the EIA was completed for the construction of the Segment 1 of the Northern Corridor – starting from the state motor road A2 in the Riga City running on Gustava Zemgala avenue (the so called „Brivibas Dublieris” or “the alternate of Brivibas street”).
Inhabitants were invited to get acquainted with the developed final report of the EIA and submit comments in a written form within the time period from June 17th till July 9th of 2008.

Segment 2
On July 24th, 2006, City Development Department of Riga City Council submitted an application to the Environment State Bureau for intended actions and on July 29th, 2006, a decision was taken on the need of EIA for the construction of the Segment 2 route from Daugavgrivas street up to Gustava Zemgala avenue (the former Vairoga street).

Legal provisions
Within the framework of preparation of the Northern Corridor project, social discussions on environmental impact assessment (hereinafter – EIA) and public discussions on intended construction are being organized. All social and public discussions for each of the segments are organized in accordance with procedure set by laws and regulations.
The EIA is carried out in order to assess the possible impact of the planned activities on the environment and develop suggestions for prevention or decrease of negative impact. In the procedure of EIA an important role is given to society, with a big opportunity given to be involved in the evaluation of the environment issues, as well as influence the process and the outcome of a decision-making.
Requirements of the procedure of EIA in Latvia are set by the Law „On Environmental Impact Assessment” and Regulations No. 87 of the Cabinet of Ministers from February 17, 2004 „Procedures for Assessing the Impact of Intended Activities on the Environment”.
Before the implementation of construction projects, to which the Riga City Construction Board had applied the procedure of public discussion, a society has a possibility to express their opinion on the preliminary plan of construction within public discussion. The objective of the public discussion is to find a compromise between the interests of the initiator of the construction and society.
Requirements for the procedure of the public discussion of the construction are set by Regulations No. 331 of the Cabinet of Ministers from May 22, 2007 „Procedures of Public Discussion of an Intended Construction”.
